You can read a nice summary of these two theories in IPE’s publication on commons in South East Europe, which you can find at this link: http://ipe.hr/wp-content/uploads/2018/04/IPE_COMMONS_ENG_web.pdf from page 45-52. But the whole paper is really interesting.
